The Government of Montserrat has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$ 2,860,000 towards the cost of the Second Power Project Montserrat and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of Montserrat Utilities Limited (MUL) and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than MUL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Montserrat Utilities Limited, the Executing Agency, now wishes to procure consultancy services for the development of an Environment, Health and Safety Management System (EHSMS). The Environment, Health and Safety Management System is meant to provide the framework within which the company will maintain and improve the environmental, and the health and safety aspects of its performance including compliance with relevant laws and regulations and internationally acceptable best industry practices.

The existing Health and Safety Policy does not reflect the current operations at the newly commissioned power plant at Brades, Montserrat, and a new Health and Safety Management Policy and programme will need to be developed to meet the requirements of the new plant and relevant training provided to staff.

The objective of the consultancy is to develop an environmental monitoring programme to collect data and control the performance of the plant to ensure that its emissions fall within the designed limits. The overall environmental management system is required to ensure that the power plant is operated in a manner such that it has minimal impact on the surrounding environment in not only its emissions but also in all other aspects of its operations.

The consultancy is expected to be completed within a five (5) month period.

Montserrat Utilites Limited now invites interested eligible Firms to submit Expressions of Interest indicating qualifications and experience required to provide this consultancy service.

Consultants shall be eligible to participate if:
(a) in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a
body(ies) corporate meeting these requirements;

(b) in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and

in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB.

In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability and existing commitments. All information must be submitted in English. Further information may be obtained from the first address below between 8:00a.m. and 4:00 p.m. Monday to Friday.

Expressions of Interest must be submitted in English electronically by email to both the e-mail addresses below in pdf format no later than 12:00 noon on Friday 13th April, 2018. The email subject line should read "Expression of Interest –For the Development of an Environmental, Health and Safety Management System”.

Following the assessment of submissions, a short-list of not less than three and not more than six applicants on the basis of the relevant qualifications of its principal consultants and past experience and handling of similar types of projects/assignments; will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment.

MUL reserves the right to accept or reject late submissions or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
