Attorney General

The Attorney General will be the principal legal adviser to His Excellency the Governor, the Executive and Legislative Councils and the Government of Montserrat (GoM) on all legal matters and serve as an ex-officio member of the Legislative and Executive Councils. Key responsibilities include: managing the constitutional reform process; representing the GoM in civil and commercial proceedings; managing the law revision programme; providing advice to statutory corporations and committees; drafting and supervising the drafting of primary and subsidiary legislation and legal notices and advising on UK legislation applicable to Montserrat.

Candidates must: have a Masters Degree (or equivalent) in law in addition to a professional legal qualification; be qualified and eligible to practice in a Commonwealth Law Jurisdiction and have at least ten (10) years experience practicing both criminal and civil law.

Director of Public Prosecutions (DPP)

The Director of Public Prosecutions is an independent statutory officer appointed by His Excellency the Governor and will head the criminal team at the Legal department, with a view to taking on constitutional independence in managing criminal prosecutions within Montserrat.  The DPP will undertake the prosecution of all criminal and quasi-criminal matters before the Magistrate’s Court, High Court and relevant tribunals. In addition the DPP will represent the Crown in all criminal appeals before the Court of Appeal, the Immigration Appeal Tribunal and, where appropriate, undertaking or assisting with appeals before the Privy Council.

Candidates must have a Bachelors Degree in law, in addition to a professional legal qualification; be qualified and eligible to practice in a Commonwealth Law Jurisdiction and have at least ten (10) years experience practicing criminal law.

Director General – Montserrat Customs and Revenue Service (MCRS)

The on-going Public Service Reform Programme on Montserrat has delivered a number of changes in the structure and operations of Government.  This has included the creation of a merged Customs and Revenue Service.  The merger will provide a stronger and larger operational base to improve the synergies between the two main revenue collection functions. 

Reporting to the Finance Secretary the Director General MCRS will manage the Customs and Revenue operations through the assessment and collection of internal and international taxes and the enforcement of restrictions and prohibitions in relation to goods and people entering and leaving Montserrat.

Candidates must have: a Bachelors Degree in a field relevant to the position in addition to ten (10) years senior operational customs and/ or revenue management experience as well as extensive experience in the planning and implementation of reform and modernization programs in the public sector.

Chief Human Resources Officer (CHO)

Reporting to the Deputy Governor, the CHO will be the key advisor across the organisation on all HR matters and will develop and support the policies and priorities of the GoM in the effective management of its human resources. In addition to leading and managing the strategic and operational activities of the HR function, the role will drive change throughout the organisation and align staff capability with the mission of the GoM. 

Candidates must be professionally qualified HR practitioners with a postgraduate degree in human resources management or public administration. A proven track record of success in developing and implementing HR strategy is essential as demonstrated through ten (10) years relevant experience.

Accountant General

The Accountant General will be responsible for performance of the statutory responsibilities and functions of Chief Accounting Officer of the GoM, in accordance with the applicable financial legislation, and manage the resources, operations, systems and activities of the Treasury Department. The Accountant General is also chief advisor to the GoM on accounting matters, and is responsible for setting accounting standards within GoM.

Candidates must have: a Bachelors Degree in accountancy, finance, or business administration; a professional accountancy qualification (CA, ACCA, CIPFA, CPA) and have at least five (5) years post qualification experience within the public sector.

Director, Learning and Development

The Director, Learning and Development will plan, develop and deliver learning activities aligned to the goals of GoM.  The post holder will partner with line ministries and departments to help build an integrated learning and development strategy and drive on-going learning and functional/professional skills development. 

Candidates must have a Bachelors Degree in a related field and at least seven (7) years experience developing, designing and delivering management, leadership and professional skills programmes in partnership with internal or external resources.
