The Government of Montserrat is inviting applications from suitably qualified persons for appointment as Youth & Community Development Officer within the Ministry of Education, Youth Affairs and Sports.

JOB PURPOSE

The Youth & Community Development Officer will work with the Director of Community, Youth and Sports Services, to help individuals, families, groups, clubs and communities, especially youths to bring about social change and improve the quality of life on Montserrat. Empowering them to:

·       Identify their assets, needs, opportunities, rights and responsibilities

·       Plan what they want to achieve and take appropriate action

  • Develop activities and services to generate aspiration and confidence.

RESPONSIBILITIES OF THE POST:

The Youth & Community Development Officer will be required to:

·       Monitor and assess major youth work programmes for which money has been provided and in particular evaluate all expenditure incurred in the provision of services.

·       Promote the National Youth Policy, National Youth Policy Action Plan and departmental programmes and policies at the individual, group, community and national level.

·       Monitor the implementation of the national youth policy action plan by public and civil society agencies involved in youth development work

·       Liaise with relevant organisations and draft the Department’s Youth Work Development Plan.

·       Identifying community skills, assets, issues and needs; ensuring that local people have their say

·       Developing new resources in dialogue with the community and evaluating existing programmes

·       Building links with other groups and agencies locally, regionally and internationally

·       Helping to raise public awareness on issues relevant to the youth and community

·       Preparing reports and policy advice on youth and community issues

·       Attracting, raising and managing funds from donors and the budget process

·       Developing and implementing strategies, liaising with interested groups and individuals to set up new services

·       Planning, attending and coordinating meetings and events of youth and community organisations

·       Encouraging participation in youth and community activities locally, regionally and internationally

·       Oversee the CARICOM Youth Ambassador Program and the National Youth Choir

  • Assisting with the Ecclesiastical Affairs

Qualifications and Experience

Applicants must:

  • A first degree, preferably in social sciences with relevant experience.

  • Proven interest in community and social issues and at least a year's involvement in areas such as: Community work; Pressure groups; and Youth work.

  • Current driver’s license

  • Police Check

TERMS AND CONDITIONS OF ENGAGEMENT

Appointment will be made on a permanent basis.

REMUNERATION PACKAGE

The salary scale for the post is R17 – R13 that is EC$58,896 to EC$65,232 per annum (taxable).

Allowances

•       Traveling - EC$9,600.00 per annum (payable only if officer is in possession of a motor vehicle;

•       Telephone - EC$720.00 per annum (taxable).

SELECTION PROCESS

Shortlisted applicants will be invited to participate in a selection process that involves attending one or more interviews and/or assessment centres. These interviews are designed to assess the skills, competencies and attitudes of the applicant and may be conducted via SKYPE or in person. The interviews and/or assessment centres allow the Selection Panel to draw on more evidence about the applicants than can be derived from the written application.
